Set Event Hosts

Replace who may run the event, both lists at once. Needs events:write. A signed-in caller who is neither an app admin of Dory nor the event’s creator may not leave themselves unable to run it (would_lock_out): they must stay named, or stay on a listed team (or a team inside one). Empty lists open the event to everyone.
