Reorder Objectives

Put objectives in the order given, as dragging them on a list does. The workspace has one order (sortOrder) and a list shows some of it, so the objectives named swap among the places they already hold, and the rest stay put. Needs objectives:write.

A key may move any. A signed-in session must see every objective named (one it may not see is a 404, as on every write) and may edit each whose place changes (see updateObjective), or 403 forbidden and nothing moves.
